Head Start Funding Expansions and Program Inputs

Our paper provides some of the first evidence on effect Head Start funding expansions program inputs. We take advantage county-year variation in increases that were implemented due to a number legislated policy changes late 1980s and throughout 1990s. By focusing period between 1988 2007, we show directed at increasing enrollment full-time enrollment. also used make quality-related in- vestments, including teachers staff, upgrading skill-level teachers.
